BUDI MADANI fuel subsidy — Petron Malaysia

General

BUDI MADANI is a Government initiative to provide RON95 petrol and diesel subsidies in a more targeted way to eligible Malaysians and eligible groups.

The targeted RON95 petrol and diesel subsidy programme under BUDI MADANI will be fully implemented from 1 July 2026.

BUDI MADANI consists of BUDI Rakyat, BUDI Agri-Komoditi and BUDI MySubsidi programmes. For individual customers at petrol stations, the main reference is BUDI Rakyat using MyKad.

Eligible Malaysians can purchase RON95 petrol and/or diesel at the subsidised price set by the Government, subject to eligibility and monthly balance.

No. Customers still need to pay. BUDI MADANI allows eligible customers to buy RON95 petrol and/or diesel at a subsidised price; it does not provide free fuel.

The unsubsidised price will be determined by the Ministry of Finance based on the Automatic Pricing Mechanism (APM). For the official/current price, please refer to Government channels.

Eligibility

In general, Malaysian citizens with a MyKad and an active driving licence of the approved class/type are eligible to be considered for subsidised RON95 purchase.

Subsidised diesel is for registered owners of private individual diesel vehicles registered under their own name, with an active driving licence and valid road tax.

No. For basic eligibility, the Government will cross-check data with relevant agencies such as Road Transport Department (JPJ) and National Registration Department (JPN). Customers may check their status on the official BUDI MADANI portal.

Customers can check their eligibility through the official BUDI MADANI portal at www.budimadani.gov.my or the eligibility check page provided by the Government at https://budidiesel.gov.my/.

The customer may contact the BUDI MADANI Service Centre at 1300-88-9595 or visit a National Information Dissemination Centre (NADI) for assistance to access the portal.

For customers who are not eligible, please follow up with the relevant agencies such as Road Transport Department (JPJ) or National Registration Department (JPN), or contact the BUDI MADANI Service Centre.

No. Eligible individuals will receive one basic BUDI MADANI eligibility. Eligible private diesel vehicle owners may use that eligibility flexibly for RON95 and diesel.

No. BUDI MADANI eligibility is given to the eligible individual. Owning more than one vehicle will not double the monthly eligibility.

No. BUDI MADANI eligibility is given to the eligible individual and cannot be transferred to another person.

Quota & Limits

The basic eligibility stated by the Government is 200 litres per month, subject to the customer's eligibility and the Government's current implementation.

No. Unused eligibility balance will expire and will not be carried forward. Eligibility will be refreshed on the 1st day of every month.

There is no restriction on refuelling more than once a day. However, the Government will monitor usage patterns to prevent misuse.

Yes. Purchases using BUDI MADANI eligibility are subject to a maximum limit of RM250 per transaction.

Yes. If the eligibility balance has been fully used, the amount will be charged at the unsubsidised pump price.

Yes. Eligible owners of private individual diesel jeep or pick-up vehicles may apply for an additional 100 litres through the official BUDI MADANI portal.

Application is made through the official BUDI MADANI portal at https://www.budirakyat.gov.my/. The customer must log in using MyDigital ID, select the BUDI Rakyat menu, complete personal and vehicle details, select the justification and submit the application.

No. The status will be automatically updated through weekly Road Transport Department (JPJ) data cross-checks after the road tax is renewed.

Active e-hailing drivers and airport taxi drivers may receive tiered additional eligibility based on mileage recorded by the e-hailing operator. For technical checking, customers should refer to their E-Hailing Operator (EHO) or BUDI MADANI channels.

Applications for the additional 100L quota can be made via https://budidiesel.gov.my. Users must first log in using MyDigital ID before submitting the application.

Vehicles & MyKad

No. Petrol vehicle owners are only eligible to buy subsidised RON95 petrol. Subsidised diesel is only for eligible private individual diesel vehicle owners.

Yes. Eligible private individual diesel vehicle owners may use BUDI MADANI eligibility to buy RON95 petrol and diesel, subject to the monthly balance.

Yes, if the customer has an active driving licence and meets the requirements, they may buy subsidised RON95 for a Malaysian-registered vehicle used for personal purposes.

No. Subsidised diesel purchase is only allowed for owners of private individual diesel vehicles registered under their own name and who meet the requirements.

No. Customers may only use their own MyKad or an app that has completed e-Know Your Customer (e-KYC) under their own name. Using or borrowing another person's MyKad is not allowed.

Yes. They may use their own MyKad for the same vehicle, provided the MyKad owner is present and performs the transaction personally.

No. BUDI MADANI is only for Malaysian citizens using Malaysian-registered vehicles.

Existing procedures still apply. Individuals may buy up to 20 litres of RON95 without bringing a vehicle. For higher quantities for specific purposes, a special Ministry of Domestic Trade and Costs of Living (KPDN) permit may be required.

Payment & Purchase

BUDI MADANI involves all petrol stations nationwide. All ofour stations can support transactions through the BUDI MADANI MyKad Terminal. Other methods depend on station readiness.

The methods stated by the Government include the BUDI MADANI MyKad Terminal, Oudoor Payment Terminal (OPT), TNG eWallet and oil company apps that support BUDI MADANI functions.

Customers present their MyKad to the station staff for eligibility verification. They then inform the staff of the purchase amount, make the payment, and the pump will be activated once the verification is successful.

Yes. For cash payment, MyKad verification is conducted inside the store using the identity card reader terminal. Customers may also pay by credit/debit card based on available facilities.

Customer can still make purchases at the petrol station counter by verifying eligibility using the physical MyKad and paying by cash or credit/debit card.

No, if the customer has completed e-Know Your Customer (e-KYC) and eligibility checking through the app.

No. At present, payments via TNG eWallet must be made in full using TNG eWallet. Similarly, for cash transactions, payment must be made in full in cash.

No. Payment must be made first before refuelling so that the price and subsidy eligibility can be determined accurately.

Customers are required to inform the station staff. The transaction will be finalised based on the actual amount dispensed, any excess payment will be refunded according to the original payment method, and the remaining eligibility balance will be returned to the system.

The pump price may display the unsubsidised price based on the Automatic Pricing Mechanism (APM), while the receipt shows the BUDI MADANI price after Government subsidy.

Small differences of up to 0.05 litres or RM0.02 may occur due to system rounding. If the difference is larger, customers should seek help from station staff.

Problems & Complaints

Station staff will try to scan the MyKad up to three times. If it still fails, eligibility may be checked manually using the MyKad number at the available terminal. If the MyKad is damaged, the customer is advised to replace it atNational Registration Department (JPN).

Each station operator has its own business continuity plan. For prolonged BUDI MADANI system issues, the customer may contact the Petroncare Customer Service Centre at 1300-22-8211 or email petroncare@petron.com.my.

Customer is required to provide the purchase receipt, reference number, station name and address.

No. For BUDI MADANI fuel purchases, only the physical MyKad is accepted for identity verification. Customers must apply for MyKad replacement at National Registration Department (JPN)

Not necessary if the chip-based MyKad is functioning well. If the MyKad cannot be read, is damaged, has chip issues or is not chip-based, the customer is advised to replace it at National Registration Department (JPN).

Data & Privacy

According to the Government FAQ, eligibility matching is handled through the Government-owned central BUDI MADANI database with security and data protection compliance.

For questions related to personal data protection and the Personal Data Protection Act (PDPA), please refer to the official BUDI MADANI channels or the relevant payment application.

MyDigital ID is used to verify digital identity and secure online transactions. For registration, login or MyDigital ID technical issues, refer to the BUDI MADANI portal or the official MyDigital ID website.
